N.Y. Man Arrested for Having Two Extra Bullets, Violating State’s 7-Bullet Cap

Gregory Dean, Jr. was pulled over in New Lebanon, N.Y., Sunday for a light on his license plate being burnt out. But what began as a simple traffic stop ended up with Dean being arrested over two bullets in his registered firearm, which put him in violation of the states new law, the Journal News reported.
Last month, a provision in New Yorks strict gun control laws went into effect, making it illegal to have more than seven rounds in a magazine unless said firearm was being used at a range or in a competition.

My question is what probably cause did the police have to check his bullet count.
Did they take the weapon ‘for their safety’....and drop the magazine ‘for their safety’...and accidentally on purpose look to see how many rounds were loaded?
How does burnt out plate light move to counting rounds?

I think the law should apply equally to the police and military. Maybe the guy should have kept his mouth shut.
