But that’s about to change because despite being near bankruptcy, Philadelphia’s City Council voted 14-3 to cover gender mutilation surgery for city workers.
In a move that the LGBT community called “historic,” City Council approved a bill yesterday that would require the city’s health plan to pay for transgender city workers to complete “gender-confirmation surgery.” The bill also would require newly constructed or renovated city-owned buildings to have gender-neutral bathrooms.
The bill would establish transgender health benefits for city workers to cover psychotherapy, hormone treatments, laser-hair removal and gender-confirmation surgery, which costs about $50,000 per procedure.
The bill would also provide up to two tax credits – the lesser of $4,000 or 25 percent of any cost increases – to companies that start offering health care for life partners and their children and covering transgender medical needs.
Mayor Nutter will sign off on the measure, said spokesman Mark McDonald.
While the majority of Philly city workers enjoy life too much to get themselves castrated, its pension liabilities are already huge. The city has 9 billion in unfunded liabilities and is expected to hit the wall in 2015.

Should this be implemented a network of sympathizers will spring up, that will actually recruit individuals seeking the surgery and hire them so they can get it on the city insurance plan.
It’ll become a revolving door for the gender-confused. Mentally disturbed but physically intact coming in, still mentally disturbed and now physically mutilated going out.
And that’s a bad thing?
I guess Philly thinks there is another stimulus deal coming down the pike...
I don’t think a network needs to spring up there are already networks existing that disseminate this information.
There are LGBT magazines, websites and newsletters that run articles spreading the news of their efforts to secure these benefits and their successes.
In this case it is apparently for naught. It takes about 5 years to go through the process (multiple surgeries and therapy) of gender reassignment (mutilation). So given that the city must wait until next year to offer this benefit any candidate for this treatment will have barely begun the process before the city goes bankrupt and the process ends because of the lack of funds.
I’ve pretty much given up on sanity in our government.

sounds like what will happen to a small city here in the UP. City wants to cut the police force by 3 officers and the secratry, when in fact the most criminals are coming the city. yet a year ago the city bought all new police cruisers and two new trucks for the DPW. the city manager demands a raise to 135,000 a year. The monthly insurance expenses are in excess of 26K. City just blowing 6.8 million on refurbishing a old school building into 22 apartments. sounds like the city is headed to the Michigan s Emergency management powers Act provision

Don’t need surgery for “gender confirmation”, just need a mirror.
If it’s an “innie” you’re a girl; if it’s an “outie” you’re a boy. You should be able to work out the rest yourself.
