No they push them away by threatening the welfare state (healthcare and education are the big issues with Hispanics, immigration comes down the list). Remember: the right to remain is the amnesty. Citizenship has nothing to do with it (indeed may not even be something Hispanics care that deeply about once allowed to stay).

Indeed Republican reticence over citizenship is about protecting their jobs from new voters while they threaten yours (and your wages) with new workers. This is driven by fear of the donor class, not fear of the Hispanics
