New York Democratic Rep. Jose Serrano reintroduced a bill in Congress on Friday to repeal the 22nd Amendment, which places term limits on the U.S. presidency.
The bill, which has been referred to committee, would allow Barack President Obama to become the first president since Franklin Roosevelt to seek a third term in office.
H.J. Res. 15 proposes an amendment to the Constitution of the United States to repeal the twenty-second article of amendment, thereby removing the limitation on the number of terms an individual may serve as President.

I’m pretty sure for every President in modern times there has been some knucklehead introducing a bill to repeal the 22nd amendment.

Obama doesn’t care if the bill passes or not. When he figures the time is right he’ll just issue an Imperial Executive Order. The Brain-Deads in Congress will no doubt let him get away with it.
Serrano is an idiot from The bronx who’s done this before. I think he believes that if he can get congress to vote yes it becomes an amendment.. of course it wouldn’t surprise me if he did believe that since the NYC Council overturned two (2) voter refernda limiting elected officials to two (2) terms. Hence we have the Loathsome Nanny State Mayor for twelve years rather than eight.

They could try, but all it takes is for one natural born citizen to declare that he's running. Congress cannot stop someone from running, and Obama cannot cancel elections.
Besides, elections are not federal operations, they are state operations. Each state chooses its electors as it sees fit. In fact, a state legislature could, if it wanted to, declare that they are returning the selection of presidential electors back to the legislatures, and not hold a popular vote for President.
And there is nothing that Obama could do about it.
Article II Section 1:
We've read about apportioned electoral votes, national popular vote assignment, etc., but a state could do away entirely with presidential votes and let the statehouse decide.
Each State shall appoint, in such Manner as the Legislature thereof may direct, a Number of Electors, equal to the whole Number of Senators and Representatives to which the State may be entitled in the Congress: but no Senator or Representative, or Person holding an Office of Trust or Profit under the United States, shall be appointed an Elector.
They'd still have to hold House and Senate elections, but they could bypass the Presidential vote for electors if Obama tried to stop elections he has no jurisdiction over in the first place.

Well, Serrano never does. He's introduced this every term since he was elected in the 90's, I believe.
0bama has repeatedly thumbed his nose at The Constitution. His mere presence in the oval office is proof of that. What makes anyone think he will vacate the office just because his term expires? DHS is not buying tanks and stockpiling ammo for nothing.
One might think that. The 22nd amendment didn't apply to Harry Truman, who was President when it went into effect.
But the sitting president -- whoever was president when the amendment was passed by Congress or ratified by the states -- was explicitly excluded by that amendment.
Serrano's amendment doesn't explicitly exclude the sitting president, so it's possible Obama would be allowed to run again if the amendment is ratified by the election.
It would make an interesting case in court. I don't see any of that happening, though.
