Delhi chief minister Sheila Dikshit was on Sunday shown black flags by a group of protesters allegedly belonging to BJP at a rally in west Delhi this afternoon. 12-15 persons, whom Delhi MLA Mukesh Sharma described as BJP workers, were removed from the rally site at Uttam Nagar by police.
Today's rally in Sharma's Uttam Nagar constituency was the first in a series of rallies ahead of Assembly elections in November this year.
Addressing the function, Dikshit said even her political opponents agree that there has been a positive change during last 14 years in the capital.
"They oppose us on political front but they have no courage to oppose us on our developmental programme," she said.
With an eye on the Delhi Assembly elections due later this year, Dikhsit promised power and water availability in every household in the next two years.
"Today water is not reaching the people the way it should reach but we are finding a solution to it and the government promises to provide access to power meter and water in every home in a year or two", the chief minister said.
Raising the issue of unauthorised colonies, she said her government has taken up the task of legalising all such colonies and that no single house will be demolished from now.
"We promise to legalise all the unauthorised colonies and give legal ownership to the people of the houses which they have constructed with their hard earned money. We will not allow demolition of any unauthorised house," Dikshit said.
Unauthorised colonies are said to be the traditional vote bank of Congress and the crushing defeat of the party in municipal polls in April last year was attributed to these voters moving away from the party.
In September last year, the Delhi Government gave provisional regularisation certificates to 895 colonies out of the total 1639.
Dikshit also mentioned that apart from the subsidised cylinders even the non subsidised ones will be available to people at a reduced price.
"I say this to all my sisters that as decided by the central government you all will get even the non subsidised cylinders at a reduced price," she said.
Listing the acheivements of the state government from Delhi Metro to the number of flyovers in the city during its 14-year rule, Dikhsit also announced a slew of measures such as Monorail and giving access of stadiums to the citizens that were built during the Commonwealth Games.
Announcing the construction of internal sewer lines in Uttam Nagar Assembly Segment, the chief minister promised construction of a hospital consisting 200-215 beds in the area, a demand raised by area MLA Mukesh Sharma.

The entire article appears to document a campaign in Delhi, India, where utilities are being promised to those who have built shack homes.
While it sounds good, it isn’t always best policy to run water, sewer, NatGas, and Elec Power to shacks built out of refrigerator boxes and plywood.
This is probably why they were working to have stadiums opened and made available to the homeless. At least they have utilities installed.
I don’t understand the black flag part. Unless it was muslims holding the black flag.
