One can always count on the AP for weasel-wording, especially in the headlines.

A ban bans stuff - it doesn’t protect anything. The constitution does the protecting; any legislation that includes a ban weakens that protection.

An honest headline would say “Proposed new legislation weakens constitutional protections on guns, leaving some 2200 specific guns more susceptible to further bans in the future”.
