Yes. When liberal municipalities or states run out of OPM, (note Conservatives ones don’t) they immediately slash: NOT welfare and other entitlements but safety, fire, police, etc.

I would really like to see government take a very lenient attitude to any homeowner who shoots a stranger who has wandered onto the homeowner’s property. Trespassing should not be an automatic death sentence — I do want deliverymen to come to my house — but the bar should be pretty low for home defense. That would make burglars really re-think their line of work.

Big deal. If some city attorney told people to lock their doors and load their guns in Arizona, he would get funny looks, and somebody would say “and...?”, utterly puzzled at why he was giving common sense advice.
The bottom line is that police and other LEOs are just a convenience, to keep up a 24/7 pressure on the bad guys, and to spend time “policing up and pursuing” after the fact.
Every citizen has an implied responsibility with their second amendment right to bear arms, that if they are capable, they are to promulgate order and civility, prevent crime and interfere with criminals as they see fit.
And with this implied responsibility comes considerably more latitude to do so than is allowed for police and other LEOs. The public are not required to read Miranda rights, or to attempt arrest beyond an oral warning; if they need to incapacitate or kill someone committing a felony, to a great extent they are free to do so.
An armed citizenry almost guarantees greater civility and less crime. So it is a grand idea under any circumstances, even in a godforsaken place like California.
According to this article San Bernadino,a city of 209,000 (I looked it up),had 43 murders in the first 11 months of the year.OTOH,New York City (population 8 million) had 193 murders in the first 6 months of 2012 (I looked it up).Kinda makes me glad I don’t live in San Bernadino.
