New Jersey residents displaced by Hurricane Sandy will be able to vote in the election on Tuesday through e-mail or fax.
I do not have access to NY Times. If someone can provide a link? This came through on Twitter via "BREAKING NEWS"

In an unprecedented twist to Election Day in New Jersey, registered voters displaced by Hurricane Sandy will be able to cast ballots by fax or e-mail through Tuesday I guess the Chinese will stay up a little later on their tuesday night.
What's unprecedented today becomes the norm tomorrow.
