There's the problem in one short sentence. If the sentence had read at least 13 suspected looters have been shot so far the problem would be a lot less serious.

I’m a firm believer in shooting looters on sight.
When I was hit by a hurricane, and was the only person left in the neighborhood as everyone else had evacuated, I was certainly packing. And I was totally prepared to shoot to kill.
Do not be surprised if these twitters will be traced and reported by the much more law abiding twitters. Their pictures are simply an outright give away.

Depending upon the neighborhood "looting" back then was not looting.. it was part of the common practice of those days, before credit cards were so common, called lay-away.
Thus what might be looting (see photo) in New York City would part of retail sales in Los Angeles. The customers were there to retrieve their goods paid for by outrageous high prices charged to the racist white retailers in the neighborhood.
I did not make that up.. some MSM employees back then actually reported lootings as such.

Back in the 1880s, just after the Johnstown Flood, looters were shot on sight. If captured, they were immediately shot.
It was standard policy to shoot looters everywhere at that time before lib lawyers and judges got into the act.
This is what we can expect at the beginning of a collapse of our economic system or any other event when there isn't enough law enforcement to control this criminal element. If power is out, the darkness is also theirs.
They will own the streets until they die from thirst or hunger or being killed from their own kind or our kind.
Someone living in lower Manhattan said today everyone goes about their business in the day time and when darkness gets there, everyone goes inside their houses. Normal people do not own their night right now. If they ran out of supplies, what would they do?
Maybe what is happening will add more preppers to the population.
