My conclusion is a sh!ty internet provider. The last set of IPs and the server are within the same area. That large set of crap pings (ntt.net) is probably the FR internet provider’s hubs. Time to upgrade to a new network provider.

Talking to ourselves isn't going to solve the problem. I'd suggest sending analysis and possible solutions to Jim and John.
