Issa claims the State Department will not spend the already approved funds because they didn't want to the appearance of needing increased security.
"The fact is, they [the State Department.] are making the decision not to put the security in because they don't want the presence of security," Issa said.

They didn’t want to scare off al-Qaeda in Libya. Increased security might have kept al-Qaeda from coming in to save Obama and Hillary’s behinds by telling us where the missing missiles are. They were trying to appease al-Qaeda to save their political hides. More security also means it’s harder to maintain the coverup about Obama and Clinton being the proximate cause of the loss of the missiles in Libya.
