Two guesses: 1) he's being dispatched to deal out race cards (who better than an otherwise feeble-minded white man for these ops?) and promote a chaotic atmosphere to delegitimize the convention/participants.
2) Else he closed a deal as posterchild in the emerging field of brain transplantation, and they're kicking off the promo blitz. This will be the first in a series of spots featuring "Life Of Joe's Brain: Out of the mold of old comes the shiny bold."
And it just may work.
