Since you seem to be familiar with this, why isn’t it done at night as EBH suggested?
Because emergencies happen in all day parts. At my stations I usually run 6 monthly tests a year, sometimes more. Even with the automation if a real emergency happens during the morning, afternoon or evening the operator and other staff MUST know how to handle it. I can't tell you how many times we've had tests or actual emergencies and the people on duty had no clue as to what to do. In one case during flash flooding lives were lost and eventually the stations were blamed and IIRC some stations were fined or otherwise punished.
I just checked the IMPACT EARTH! generator by Purdue, and it actually wouldn’t do much damage to the Earth itself according to them. Only thing is though you can’t choose for it to impact any one of a bunch of cities throughout the world, so you can’t immediately extrapolate the expanse of damage in your head.

That may be the modeling program itself or the code. I doubt something that's not much larger than the Empire State Building could effect the Earth's orbit at all. Which is why I view the theory of having satellites slightly shift the orbits of objects to be preposterous. I don't see how a sat can have enough gravity to do that without using thrusters. And in their model videos the satellite never touches the object.

for a brief explanation. I don't know if the actual dates are there but I believe the last one was in 1971. It also seems to me we had one in 1959. During that one I was near the University of Pittsburgh with my mother when it went down. Everyone was required to go inside and the then CONELRAD system (then EBS and now EAS) was tested.
If you google you can find the exact dates.
In any case here are a few lines from the listing.
CONELRAD (Control of Electromagnetic Radiation) was a method of emergency broadcasting to the public of the United States in the event of enemy attack during the Cold War. It was intended to serve two purposes; to prevent Soviet bombers from homing in on American cities by using radio or TV stations as beacons, and to provide essential civil defense information. One slight correction I would make. The speech YESTERDAY in Las Vegas, I believe, will go down in history as perhaps the first OBVIOUS sign that Obama has given up on any illusion of respecting the separation of powers in our government. Bypassing Congress to directly give money to people via refinancing of their homes... Nothing short of a direct payoff, IMO.
I swear, if the GOP doesn’t say ANYTHING about his actions being tantamount to the act of a DICTATOR I will do everything I can to support Conservatives to TAKE OVER for the Republicans in office currently.
