What he means is that in terms of money raised, organizations in place in early-voting states and policy proposals in the pipeline, everything is on track.
On Friday, Perry delivered his first major policy speech, outlining a series of executive actions that would accelerate exploration and production of domestic energy resources and create, he said, more than a million jobs. The next speech, scheduled for Oct. 25, will outline his plan for the economy, which has been a big hole in his message.
After the economic speech, Perry will tackle border security, foreign policy and government reform. The package of speeches, campaign officials hope, will do what the debates have not done, which is to flesh out Perry's profile as a conservative governor with the ideas and leadership qualities to be president.
In other words, the campaign that Perry's team hoped to run from the beginning will be able to start in earnest. He may have dug himself a deep hole with the four debates he's been in so far, but here in Austin, there is more defiant determination than pessimism in the concrete-walled command post.

I warned you when you Perrybots when started this smear attack campaign on Cain. Do not go there. The truth always wins in the end
When you tip over the Perry rock, a whole lot of slime oozes out.
Like any professional politician, Perry has a whole lot of skeletons in his closet. When you refused to make this an issues based campaign, and decided instead to make it a smear job whisper campaign about Cain, you made your guy’s background and political connections fair game.
So how about you all drop your habitual smear attacks on Cain and try telling why we should vote FOR Perry for a change?
I’m sorry Toto, you’re not campaigning in just Texas anymore.
PHASE 2: Piss off more real conservatives and tea party members.
If you really believe that, you have to be...
We have a winner here!....
Ignorant FReeper of the Month!
What is phase two? Did they figure out a way to offend and insult his remaining supporters much like the Heartless charge? Maybe he will just bring a pillow to the next debate and take a nap at the podium to show why debates don't matter.
Maybe it will be the Perry Persecution Tour (complete with rolling cross) ...
“So how about you all drop your habitual smear attacks on Cain and try telling why we should vote FOR Perry for a change?”
Nere are 10 good reasons. I’ve posted them in response to your question before, but you still keep asking, so I’ll keep posting.
1. Pro-gun.
2. Pro-life.
3. Pro death penalty.
4. Global warming skeptic.
5. Pro-military veteran.
6. Pro-drilling.
7. Pro-business, regulatory reform.
8. Has the guts to call Social Security what it is.
9. Strong on 10th ammendment, limited Federal government.
10. Has been a strong supporter of Israel for decades.
He can attack Romney all he wants. Romney isn’t the problem. The problem is the splitting of the conservative vote. THAT is what will give Romney the nod if we don’t stop propping up ridiculously unsuitable candidates like Perry.
Any vote for Perry at this point is a vote for Romney.
If Perry drops out, Cain can and will beat Romney. If Perry’s worshipers continue their slash and burn campaign, they’ll hand this nod right to Romney.
This has all been obvious from the very beginning. Perry isn’t the establishment’s first choice, but they know he can be controlled easily. He’s a stooge for the GOP power structure.
We’re talking about becoming part of the REPUBLICAN establishment, so we can automatically eliminate Carter from your list.
Reagan was not an evangelical Christian. He was a conservative Disciple of Christ in a liberal DoC denomination.
GW Bush is a United Methodist. As a UMC ordained elder, I can assure you it is not evangelical.
However, none of the above is what I was speaking to. I was speaking to the dramatic change in the Republican Establishment in just the last few years.
It has become pro-gay and pro-choice in addition to its always having been pro-gun control and pro-tax. This Repub establishment is not your own repub party of a decade ago.
Ann Couter, for Pete’s sake, touts her “beloved” Chris Christie who is as big a liberal as Olypia Snowe. She has sided with the gay republicans favoring repeal of DADT and the allowance of gay marriage.
How about you answer the questions instead of dreaming up the next attack rant to post about Cain?
Who got in the race last after it was clear Romney was not going to get any appreciable support from social conservatives?
Who did the GOP Establishment push into the race after it seem Tea Party heroine Bachmann was going to upset Romneys ride to the nomination?
Who does the GOP Establishment see as their back up card if Romney fails?
Who has long standing intimate ties with the Liberal wing of the GOP Establishment?
The answer is Rick Perry.
Bill Kristol to a NY Time Reporter telling him how the GOP Establishment plans to deal with the Tea party mutiny
http://www.freerepublic.com/focus/news/2792217/posts?page=3
Kristol told me just after Perry entered the race, a development that essentially ended [the more radical Michele] Bachmanns brief ascent. Establishment Republicans may prefer Romney to Perry, but their assumption is that either man can be counted on to steer the party back toward the broad center next fall, effectively disarming the Tea Party mutiny.
Wonder who Perry will be VP with?
Odd how that question never gets asked of Perry.
Could it be because everyone knows Perry is the GOP Establishment mole in the race to split the Tea Party/Conservative vote and hand the nomination to Romney?
Could it be because they know the ticket the GOP Machine is setting up is Romney/Perry 2012? Think about it. Romney has the money, Perry has the idolatrous worship from the social Conservatives.
Could that be why the Perry camp is knowingly lying about Cains solidly Conservative record on both social and fiscal issues? Because they know full well Perrys record can not stand close scrutiny?
What does anyone really know about Perry other then the nice words and platitudes he puts in his speeches? Looks like Perry is just Bush 3.0 another tough talking social conservative who will go to DC and be yet another good little GOP crony capitalist water boy.
It isn't very nice. The nasty dig I saw... maybe on FR... is that "Perry is like Busy, but without the brains." I know Dems would love this, but I find it hilarious, too. My mind is not made up--I'm willing to be re-engaged by Perry, but I can like a good line even if it's the other side delivering it.
You keep calling me a perrybot when I’m not. I probably prefer Gingrich very slightly over all of them. I like Cain. I just think he needs to adjust his 999 a bit.
Perry is also acceptable to me. So is Bachman and Santorum. (And Paul....but I’ll have to hold my breath.)
Perry’s energy speech was awesome. If you didn’t read it then you should.
Perry has of the current field the best record of experience in governance and service to his country.
We should not use MSM standards to judge Rick Perry. Its exactly what the left wants to happen. Yes he has conservative shortcomings in several areas of his record, on immigration policy for example, but he stands head and shoulders above all of them on governance experience and service to the nation and his sins are minor compared to Romneys.
We shouldnt elect a TV personna this time, besides, he often carries a Ruger .380 auto when he jogs, that alone earns my vote, LOL.
This says it all, Perry will beat the ass off Obama if he secures the nomination,he has nailed him before directly and has the balls to take Obama on face to face as a matter of official duty, unlike any of the other candidates:

C-130 Rick Perry: He Flew The World Before Politics
Abilene Online
By Sarah Kleiner Varble
Rank: Retired as a captain
Hometown: Haskell
Crew job: C-130 aircraft commander
Served in the Air Force: 1972 to 1977
Dyess AFB tour: March 4, 1974, to Feb. 28, 1977
His story:Way back before he was governor of Texas, Rick Perry had two choices as a young member of the Air Force.
He could either follow his dream and work toward becoming an instructor pilot in the sleek T-38, or he could fly the hulking C-130, planes that affectionately were referred to as trash haulers by Perry and his cohorts.
There was no telling what you were going to haul around on any given day, from high value cargo like human beings to the colonels kitty litter, Perry told the Reporter-News in a recent phone interview.
He wanted to fly T-38s, but not badly enough to move to Selma, Ala., where he would have been assigned. So, Perry chose to stay in Texas and fly the C-130.
In 1974, he moved to Dyess Air Force Base, about 55 miles from his hometown of Haskell, and began a career that took him all over the world and shaped his political future.
It was one of the great adventures of my life, Perry said. I had a fairly pedestrian life until I was 23 years old.
Perry could count on one hand the number of trips he had taken out of his home state by the time he graduated from Texas A&M University, but everything changed when he joined the Air Force.
Flying C-130s, Perry lived in Germany and Saudi Arabia. He flew in Central and South America, North Africa and all over Europe.
I saw all of these different types of governments and I made the connections to how the people acted and looked, and it became abundantly clear to me that, at that particular point in time, that America was this very unique place and that our form of democracy was very rare, Perry said. ... That was the greatest gift I received from my years of being in the military, and they really shaped my outlook on the rest of my life.
Perry retired from the Air Force in 1977 but not without one last adventure.
As his final days approached, Perry was assigned to a mission to haul trash to Bermuda with a relatively inexperienced crew.
Im sure the young guys stayed up a little longer than the older guy, which would be me at 26 years old, Perry said, and they fell asleep on the way back to Abilene.
About the time the plane reached Atlanta, a fire light for the No. 3 engine flashed once. And then it flashed again.
Perry poked his co-pilot as the light reappeared and held steady on red.
Using the headset, he asked the loadmaster to take a look at the engine from the window and about that time, the engine exploded and blew a tail pipe off the plane.
He started screaming that we were on fire and that we were all going to die, Perry said. The aircraft operated as advertised and flies amazingly well on three engines.
Perry and his crew were stuck at Pope Air Force Base while awaiting a new engine. With three days left in his enlistment, Perry called the command post at Dyess and informed them that they would have to send a new pilot along with the engine if they didnt hurry.
I said, In three days, Im not Captain Perry anymore, Im Mr. Perry, and Im going home, Perry said.
The engine arrived and the plane returned to Dyess in time for Perry to retire Feb. 28, as planned.
He went on to be elected to the state House of Representatives, agriculture commissioner, lieutenant governor and, finally, governor of Texas.
Bill Kristol and Mitt Romney= second generation elite establishment.
But, but, he hurt my feewings.....
Which Perry is that:
- you're a heartless xenophobe Perry?
- my in-state tuition educated illegal aliens now need amnesty to get a job Perry?
- my wife says you don't like my faith Perry?
- state's rights legislation only applies to Texas, not Massachussetts Perry?
This time around, I don't want a stuffed-shirt cookie-cutter politician from the establishment getting the nod.
I think the GOP establishment overlooked Herman Cain. They did not expect that the Perry campaign would self-destruct. They expected Perry to be where Cain is right now. Now they are in a quandary with respect to how to handle his sudden rise.
Shame on you, and I thought a lot of you.
You got the talking points right ! Well done !
