Pittsburgh: Gov. Rick Perry's Full Remarks on Energizing American Jobs
The central issue facing Americans is a lack of jobs.
The plan I present this morning, Energizing American Jobs and Security, will kick-start economic growth and create 1.2 million jobs.
It can be implemented quicker and free of Washington gridlock because it doesn't require congressional action. Through a series of executive orders, and other executive actions, we will begin the process of creating jobs soon after the inauguration of a new president.
The quickest way to give our economy a shot in the arm is to deploy American ingenuity to tap American energy. But we can only do that if environmental bureaucrats are told to stand down.

No, it certainly isn't a dictatorship. We have three separate but equal branches of government. The Executive branch is charged with enforcing the laws. The POTUS is the executive officer of the Executive branch.
Are you suggesting that Congress as the Legislative branch should have total control over the ability of the Executive branch to enforce the law? Do you believe that the executive officer of the Executive branch should have to consult Congress before making any decisions about enforcing the laws?
Please tell me how the separate but equal Executive branch of the government should conduct its function of enforcing the law without using the authority granted to to it by Congress?
Executive Orders have two main functions: to modify how an executive branch department or agency does its job (rule change) or to modify existing law, if such authority has been granted to the President by Congress. Executive orders are not mentioned by the Constitution, but they have been around a long, long time.George Washington issued several Presidential Proclamations, which are similar to EO's (Proclamations are still issued today). EO's and Proclamations are not law, but they have the effect of statutes. A typical modern Proclamation might declare a day to be in someone's honor. Historically, they have had broader effect, such as the Emancipation Proclamation. A typical EO might instruct the government to do no business with a country we are at war with.
Executive orders are subject to judicial review, and can be declared unconstitutional.

Are you sure you are? You seem to be suggesting that the Executive branch needs to consult Congress before performing its Constitutional function of enforcing the laws passed by Congress. If that’s not what you’re suggesting, please explain.
While recent presidents have certainly abused the power of the executive, that doesn’t negate the power delegated to it by the Constitution or Congress.
Absolutely. It's simply a hard and fast fact of human existence. People intuitively respond to the subtle intangibles in a person's voice and mannerisms on a gut level. Those with real leadership qualities emanate a certain kind of confidence and courage that strikes a chord in others. Such people ordinarily also have records of accomplishment that match what you experience while watching or listening to them.
Now, there are those who we might call con artists, or slicksters, who have an ability to so closely imitate the look and sound of a leader, that they fool some people. From my personal experience, it's mostly those who identify as liberals and Democrats who fall prey to this. Conservatives are far more discerning and observant, and can usually spot a trickster within the first few minutes of listening to them.
That group attribute bodes ill for any candidate who doesn't have real confidence and dynamic personal presence in a public setting.
You are not a Perry supporter anyway. Don’t pretend otherwise.
Congress can defund the EPA. Can’t do much with say 5 employees. If the Republicans have control of both houses and President, this will happen.
Wasn’t passed by the Legislature, so never happened. No law, no vaccine, had an opt out anyway. Non-issue.
Depends on who controls Congress, the President, and Governors of the state involved.

Ronald Reagan was a governor who became president — I think we all can agree that worked out. I also still believe George Bush was a very good President, and he was a governor.
And on the democrat side, Clinton who was a governor was much better a President than Obama, who wasn’t. Carter sucked.
You implied that executive orders accomplished the functions that are actually those of the federal register.
Nothing in Perry’s imaginary ‘plan’ will produce a single job.
Government does not produce jobs; it only destroys them.
They can also be overridden by congress, the US Congress or in Texas, the Texas State Congress. Just ask Perry
