I’m on Tricare Prime. We could add our son but his premiums would be through the roof. So, is this healthcare option for private companies and government is exempt? (I had no intention of putting my son on my policy so don’t yell at me)

The same thing costs her $110 here. The difference is that Pennsylvania requires all policies to include gold-plated coverage for substance abuse. Even though she had to pass a drug screening and background check to work with children.
So I guess the message our useful kids are supposed to take from all of this is break your arm and you're on your own until you reach your high deductible. But stuff illegal substances up your nose and the welcome mat is out.
Yes, you can. The courts have ruled that mandates can not discriminate on account of martial status. Check with your employer and notify them of the desire to put her on your policy.

I don’t recall stating that it was free...
My husband is active duty and we also have triCare Prime. The new law doesn’t apply to us. The kids still have until 21 if not in college and 24 if they are.
(My son is a Type 1 diabetic, so medical insurance is a terrifying subject for us. He’s actually dropped out of our local high school and just finished with a home program so that he can graduate 8 months earlier just for this reason.)
