President Obama issued an executive order yesterday titled, Establishing a Coordinated Government-Wide Initiative to Promote Diversity and Inclusion in the Federal Workforce. Its quite vague, extolling the value of diversity without defining it, and setting up a government-wide initiative for all agencies that will develop and issue a Government-wide Diversity and Inclusion Strategic Plan. Details later, and the devil, of course, will be in the details.
Still, its bad enough already. If government personnel are told to strive for diversity, then of course they will be putting their fat thumbs on the scale to ensure a politically correct racial, ethnic, and gender mix, and that means that there will be divisive, unfair, inefficient discrimination, with the best qualified people not getting hired and promoted.

Most on the lower end but mostly because there are not as many higher end (GS-13 to 15) jobs.
Writing that, the lower end jobs around DC start at the 7-level whereas out in the field the lower end jobs start as 3's.
In the Research and Development jobs, like the ones I did stationed here in the military and as a contractor after I retired, there are very few blacks and other minorities although we had a few Asians.
I had a non-military contract with a Government corporation that was mostly black and a few whites and other minorities.
The higher grades, except the politically appointed leadership at the very top, were filled with people who had advanced because of their time at the Corp. They knew quite a bit about the internal workings but had no clue as to how to look outside of what they had learned, thus creating a gyroscopic effect of not being able to change or even think about changes to make things more efficient or save money.
There were so many slackers in the lower grades they had to literally "key card" every door and on Fridays the supervisors would actually spend most of that day tracking their people to see how much they screwed off. I saw huge numbers of personnel sitting at their desks or hanging around the desks of their neighbors just talking for hours at a time.
That was the only non-DoD contract I ever took and I stayed with the DoD R&D because we actually accomplished good things and it was constitutional.
I almost hesitate to ask this, but could this administration possibly get any worse?
Oh yes! Special patches sewn to the shirts of Christians. Deportations of white people to safe places where we can find work.
Makes you wonder why the administration’s frantic rush to get high speed rail going, doesn’t it? It looks like they’re after higher productivity in the next “solution”.
This was his big issue -- his people were getting pissed off over the level of black unemployment when they had a black Prez in the White House who they had expected to look after them. When you have people with megaphones screaming "We want JOBS!", you know they don't mean real jobs that involve them actually having to produce anything. They want paychecks and benefits packages, rather than having to work. They want masked welfare.
I once worked for a company that had the federal government as an important customer. I was told that I was not going to be promoted because the company had too many white male managers, so no more white males. The following year I went back into being a consultant.
In my first time around of being a consultant, a manager at a "Fortune 50" company, who I'd known from way back, told me that I needed to put my company in my wife's name, because they would only put me on the vendor list if I was a "woman or minority owned" company. This was back in the 80's. This crud has been going on for a long time, and it's well past time we rebelled.
I would think that Obama is busily engaged in ensuring that every hiring manager in the federal government would never dream of considering an application from somebody who isn't a committed Leftist, preferably a minority female Leftist.
Obama ignores federal court orders, why would he care about a law? Who is going to enforce it against him?
SO now white men are put on a quota system. This sounds illegal to me.
Be ready for some bad craziness in 2012, especially if the candidate is somebody who looks like a Wisconsin-style reformer. The Left knows that the end is near. There just isn't enough money in the world to prop up the welfare state for many more years. They will not hesitate to use violence to protect their little piece of the pie. At the end, the welfare types will fight the union types, who will fight the academics, to see who is last to lose funding.
As was noted up-thread, this is Obama's plan for retaining control of the federal government even if he loses the election. Put lots of his people in the government at all levels, in civil service protected positions where they will stay until they retire. His people will stymie all Republican orders, leak anything that will cause damage to Republicans, and run their departments as they please and dare any racist Republican to try to remove them.
That will change. I see this EO as practically mandating that promotions and senior level hirings ONLY go to minorities and women. Somebody hiring or promoting a white male will have to fill out a long report explaining why no "diverse" candidate could be found for the position.

Thanks for the post. My thoughts are this is going to work as well as the mortgage for all program. Doesn’t matter if you can pay, you’re a minority and you deserve a mortgage. Now let’s hire diverse people not because they can do the job or are qualified, but cause they are different. Just incredible. Let see them hire some ‘diverse’ unwed mothers to be air traffic controllers. Better buy some extra flight insurance.
I see this as laying a trap for future Repub presidents, particularly if its a RINO. Hiring without consideration for competence will fill the federal government with people who can’t get the work done, yet who will scream, file lawsuits, and generally make a fuss if they are fired.

I had my own Beauty Salon in the late 60’s and early 70’s then after kids in school I became a hairdressing contractual service for 17years..if in today world I could never had done that...

That sounds familiar. I had an cooworker whose follow on assignment was ‘training with industry’ withing the EPA. He was shocked at the poor work ethic, tracking perfectly with what you wrote about. I guess there are plenty of folks like the SEC GS14 who did nothing but surf porn all day.
