Whithout looking up the nationalities of the parties involved, I will say this sounds like rednecks from the trailer park.
But stupidity reaches out to all races.
And one more thought: Thnking how 30 years ago, this would not have been that unusual.

A Florida babysitter was arrested yesterday for felony child neglect after she loaded a stroller containing an eight-month-old boy into the back of a Dodge Ram pickup truck which then drove around on two of the areas busiest roadways, police charge.

The driver of the 1994 truck was identified in an arrest affidavit as Mr. B. White, who was cited for reckless driving. Given the name of his accomplice, I'm guessing that the driver's name should be Mr. Not B. White.

A couple thoughts on this:
First, there doesn’t need to be a race angle on this. There are plenty of stupid white parents out there. We just had an article last week about the British pregnant girl who didn’t see anything wrong with drinking and partying every night while pregnant.
Second, I’m not excusing the behaviour but 30 years ago people put young kids in the backs of pick up trucks and drove around all the time. Not infants but 6, 7 year olds. Times have changed.
Finally, I like the comment after the article about how they call this a “ghetto coaster”.
