Chinese Vice Foreign Minister Cui Tiankai said it would be best if the United States stayed out of the long-standing disputes, but acknowledged that Washington has an interest in freedom of navigation in sea lanes that are vital to trade.
"If the United States does want to play a role, it may counsel restraint to those countries that have frequently been taking provocative action and ask them to be more responsible in their behavior," Cui said at a briefing. "I believe that individual countries are actually playing with fire, and I hope that fire will not be drawn to the United States."

Translation of what China just said: “Tell your friends and allies in Asia that they should not respond to our provocations and belligerent activities in these disputes. And, tell your self not to defend your friends and allies in Asia, when we take provocative and belligerent actions in these disputes.”
That’s what they actually said.

What is not widely reported is the red China’s internal struggles with the peasants (their citizens). The unrests and riots in the past years in the rural China (inner provinces) are not starting up in the large cities and coastal area.
The traditional way for chicomm’s unpopularity problem is to creat an outside enemy, so all the hate can be re-directed. This looks to me just like that.
