Obama floats plan to tax cars by the mile By Pete Kasperowicz - 05/05/11 07:45 AM ET

The Obama administration has floated a transportation authorization bill that would require the study and implementation of a plan to tax automobile drivers based on how many miles they drive.

The plan is a part of the administration's "Transportation Opportunities Act," an undated draft of which was obtained this week by Transportation Weekly.

This follows a March Congressional Budget Office report that supported the idea of taxing drivers based on miles driven.

Among other things, CBO suggested that a vehicle miles traveled (VMT) tax could be tracked by installing electronic equipment on each car to determine how many miles were driven; payment could take place electronically at filling stations.

The CBO report was requested by Senate Budget Committee Chairman Kent Conrad (D-ND), who has proposed taxing cars by the mile as a way to increase federal highway revenues.

Obama's proposal seems to follow up on that idea in section 2218 of the draft bill. That section would create, within the Federal Highway Administration, a Surface Transportation Revenue Alternatives Office. It would be tasked with creating a "study framework that defines the functionality of a mileage-based user fee system and other systems."

The administration seems to be aware of the need to prepare the public for what would likely be a controversial change to the way highway funds are collected. For example, the office is called on to serve a public relations function, as the draft says it should "increase public awareness regarding the need for an alternative funding source for surface transportation programs and provide information on possible approaches."

The draft bill says the "study framework" for the project and a public awareness communications plan should be established within two years of creating the office, and that field tests should begin within four years.

The office would be required to consider four factors in field trials: the capability of states to enforce payment, the reliability of technology, administrative costs, and "user acceptance." The draft does not specify where field trials should begin.

The new office would be funded a total of $200 million through FY 2017 for the project.

who has proposed taxing cars by the mile as a way to increase federal highway revenues.

Pure magic. Wouldn't it be much cheaper and less complicated to just increase the taxes on gasoline? It is the same thing, isn't it?

And who has to pay for this additional equipment that will probably cost an arm and a leg to install?

Psst, Chairman O, there already is a mileage tax - it’s called the gasoline tax!

I think they've realized that cars that get better mileage will pay LESS tax than older cars, so they need to maintain the tax flow by charging by the mile instead of by the gallon.

The liberals I know LOVE this man and think that conservatives are evil.

Think about it this way: Obama has an emotional following, not a philosophical following.

The enemies of the American People, aka the BO administration, have lots of plans to further enslave us.

Once we give our entire paychecks and turn over our savings to them, they will give us an allowance.

Just like in 1984 they will cut our rations and release the news that our rations have been increased as we starve. They will then destroy the documentation about the former ration amount from the historical records. 1984 is here and we are so screwed.

They’re working on doing the same thing with the state gas tax here in MN. The program is being piloted this year to determine rates. The state is even advertising on local talk radio (including conservative talk radio) looking for volunteers.

They [gov’t of all flavors] just can’t get enough of our money can they?

The Tea Party/We The People must make identifying and stopping voter fraud a priority now to ensure that the 2012 election(s) aren’t compromised by the Liberal RATs with the aid of their accomplices, the Union goons and thugs. We The People must find candidates who will go to DC to represent us and not themselves. We The People must look at every politician currently in office, who will be up for re-election in November 2012, to determine if they have represented us or not. RATs and RINOs must be voted out. Their votes and their actions must be exposed and highlighted and they must be defeated or stopped in the primary process.

If we want to have a free country after 2012, each of us must dedicate ourselves to these actions. Corruption, fraud, and politicians feeding their personal quest for power have destroyed this nation. It is up to us to stop them.

Corrupt politicians, at every level of government in this country, must be investigated and prosecuted if found guilty of crimes against the American people. We The People must demand appropriate prison sentences for those found guilty. To do less, diminishes the sacrifices of every American patriot who came before us as well as the patriots putting themselves at risk today in foreign lands.

Right you are.
