City agrees to lower test scores for police exam

DAYTON — The city’s Civil Service Board and the U.S. Department of Justice have agreed on a lower passing score for the police recruit exam after it was rejected because not enough blacks passed the exam.

The city lowered both written exams a combined 15 points that resulted in 258 more people passing the exam, according to a statement released Thursday by Civil Service officials. The agreement allows the city to immediately resume its plans to hire police and firefighters.

Unsurprisingly, Eric Holder's "Justice" Department is involved in this.

This guy, however, gets it:

"Zachary Williams is a 21-year-old black Wayne High School grad who wants nothing more than to be a Dayton police officer or firefighter."

He’s one of 225 black applicants who took the November police entrance exam now at the center of a dispute between the city and the U.S. Department of Justice....

Williams said he understands what the Justice Department is trying to accomplish, but he thinks it’s the wrong method and it’s keeping him from achieving his dream.

“You can’t blame the city for the lack of diversity,” Williams said. “This isn’t your normal 9 to 5 job and you have to want it. I don’t want to be in a department where I was hired because of my skin color. I want it because I earned it.

The key thinkers at the Universities and government think tanks know exactly what they're doing, but they cannot give the real reasons. Here's the upshoot:

(1) They believe the IQ tests ARE accurate, and that Blacks are on average a standard deviation below other groups in intelligence.

(2) They are concerned that with the new social mobility (Blacks can get jobs that fifty years ago they couldn't) smart Blacks are leaving the general Black group and assimilating into general White/Asian/Jewish/Hispanic society.

(3) They believe this is creating a polarized society in which the intelligent and less intelligent are polarizing into separate groups, creating a huge group of haves and a huge group of have nots.

(4) They do not believe Blacks will ever be able to successfully compete based in mental competence. I'm speaking here of the majority of Blacks, not the upper end of the Black intelligence group which competes successfully.

(5) They believe that total societal cohesion requires selection for jobs on other than competence, to basically keep smart and dumb people together. Their belief is that the short term problems of mistakes made by incompetent cops or firefighters is more than offset by the societal need to keep groups from segregating by IQ, which by their definition, will also separate them by race.

I won't make any comment on whether or not I believe the above premises are true. I will state flatly that the people who make decisions for the EEOC, college admissions boards, and the judges who rule on these cases believe it, and if you look at the actions and apply these underlying beliefs as a template, they are both coherent and consistent. Abort as many of them as possible, and assimilate the rest.

This is part of the plan. They would like to eliminate tests completely and just use seniority only for promotions. Then add to that the new apprentice programs for 15 or 16 year olds that puts “at risk” (of dropping out)students directly into union apprenticeships (especially for first responders) and SEIU training programs. This would result in giving the formerly “at risk” students a two lead over those kids who finish high school and take criminal justice courses at a CC.

“So true, so, so true.”

You better think long and hard before you pick up a phone and dial 911. Unfortunately, “long” probably isn’t an option, so plan out scenarios ahead of time. Interpret that as you wish.

New Orleans/Katrina and now Madison, WI should really make you think just who are the upholders of the law. HINT: If the paycheck or power trip is perceived to be at stake, guess who it isn’t.

That was another factor in the decision the fireman I know made. He didn't want to potentially end up being in court the rest of his life due to the incompetence of others.

Right. Unfortunately because of policies like the one we're discussing, the good, competent people can (and often do) get whitewashed (no pun intended) with the worthless, window-dressing layabouts.

Completely understandable, though better in court than dying because of the incompetence of others. Here in NJ years ago we had a truck driver killed because a female state trooper in PA was disarmed by 2 thugs who then stole & crashed her cruiser; the trucker stopped thinking he was helping a policeman in an accident, was carjacked and driven to Newark, where he was killed. No action was taken against the officer, and the truck driver is six feet under.

Now that’s an idea that Holder will support. Great idea .... when they come up with a training program that doesn’t include reading, common sense or logic.

Well said!

I find that applications with at least some part in a mini-essay format gives a good indication of at least rudimentary skills of an applicant.

I actually had a staff member that responded to my criticism about incorrect punctuation, etc. (they didn’t know when to use capital letters, for example) then proceeded to type everything IN ALL CAPITAL LETTERS. I GUESS THEY COULDN’T GO WRONG WITH THAT.

Absolutely depressing; no hope.

I have been doing that for years ... with necessary course corrections and guidance of my attorney. Care to be on film? Come inside my residential security circle and the motion detectors will guarantee you every move is recorded and stored off site.

That's what the current anti-union purge is all about. Limbo lower in pay and standards. Maybe cheaper job outsourcing next.

Don’t laugh too hard, they are already putting this plan into action in several states, including WA state and I think Ohio. (I could be wrong on Ohio)

WA state even has special programs for grad schools for minorities that are nothing more than on the job training, no tests. I know a law school grad that never had a test or classroom lecture after the first year, all on the job training.
