That was another factor in the decision the fireman I know made. He didn't want to potentially end up being in court the rest of his life due to the incompetence of others.

Completely understandable, though better in court than dying because of the incompetence of others. Here in NJ years ago we had a truck driver killed because a female state trooper in PA was disarmed by 2 thugs who then stole & crashed her cruiser; the trucker stopped thinking he was helping a policeman in an accident, was carjacked and driven to Newark, where he was killed. No action was taken against the officer, and the truck driver is six feet under.
