It's not a "plan to block" Obama. The paperwork exists or it does not. "Birthers" can't keep Obama from releasing his qualification documentation.
Questions like this should NEVER, EVER arise again for POTUS candidates. States need to step up and ensure only those constitutionally qualified can assume office.
IMO, Obama uses this "birther" thing as a red herring to discredit his detractors. We know this as Obama could have ended this charade years ago by authorizing release of the long form birth certificate, putting the matter to rest.
That said, as one individual, he doesn't matter. What matters is the big picture: this will never again be an issue because one or more states will require proper documentation.
My response to such a POTUS candidate? Cry me a river.
In the early 20th century, my own grandmother's original birth certificate was lost in a records repository fire. She did not run for POTUS.

I wish that were true. My birth certificate was issued three years after I was born and the original, long form birth certificate is sealed pursuant to the adoption laws in place at that time. The birth certificate that I have is official with a raised seal and all. It states my adopted name, date of birth, and place of birth. It does not identify the hospital, attending physician, or witnesses, and the adoption laws do not allow me to obtain this information or any other information that would allow me to locate my natural mother without her consent.

Hillbuzz believes Obama has Parkinsons. For example, he talked with someone that had been in Obama’s home and it was filled with info on Parkinsons.

There are always exceptions. I sympathize with adopted children who are faced with difficulties like yours. Barry shouldn’t have that problem. ...I have two adopted grandsons, one whose parents abandoned him at an orphanage in Uruguay. I doubt it will ever be possible for him to locate his birth parents. The other had a father who never claimed him, and a mother who abandoned him on several occasions. He should be able to locate both of them when he is older. God bless you.

How in the world could any “birther plot” block Obama’s reelection, unless in fact he cannot produce the required documentation or show why such documentation should not be required?

Thanks James for the link. I think that the fact that Obama self-certified in 2008 is one of the driving factors in Arizona's push for their new eligibility verification law. There are just too many questions about his provenance that won't go away.
