It's from memory, so it's not a precise quote, but it's darn accurate, and he has said it pretty much the same way repeatedly since early in 2008.
I noticed it in an early debate, before the economic crisis hit in Sept 2008. This was probably back in June 2008, when the biggest issue was reducing deficit spending (nasty George W. Bush had an outrageous deficit of $160B!!). So, they asked Obama and McCain where they would cut.
Now, McCain went second, and his answer was pretty short: "Defense". Isn't that nice?
But Obama's answer on cutting the deficit was more detailed. He made it very clear he was cutting. He didn't like deficits. He wanted a smaller budget. And he proposed to achieve these goals "by investing in roads and bridges, investing in education and health. Most importantly by investing in green technology and alternative energy sources."
And he has been remarkably consistent since that campaign. His "solutions" are carved in stone. The problems change -- cut the deficit, or stimulate the economy, or create jobs, or seek bipartisan agreement, whatever you want -- the solution is always "infrastructure, jobs, green tech".

This must be a head fake. Obama is not this stupid. I don’t think he is going to call for additional spending.

..... Just a footnote. Having done the math on this, it emerges that (IIRC) about 60+ pct of the increase in the national debt during the eight years of the W presidency was incurred during the last two years, when the Spendocrats controlled Congress.
