According to an article at the UK Telegraph, a global warming scientist is calling for World War II-style rationing and an end to economic growth in rich countries for a period of 20 years.
Professor Kevin Anderson, Director of the Tyndall Centre for Climate Change Research wrote that rationing and zero growth was necessary to "reduce global emissions enough, while allowing the poor nations to continue to grow." The Telegraph quoted Anderson:
The Second World War and the concept of rationing is something we need to seriously consider if we are to address the scale of the problem we face, he said.
Among the changes Anderson suggested:
* Limiting electricity so people are forced to stay cold. * Buy less carbon intensive goods and services such as long flights or gas-guzzling vehicles * Turn off the lights. * Limit food from far-off places. * Using public transportation * Wearing sweaters in winter
Anderson admitted people would not easily be persuaded to make drastic cuts in their lifestyles, and made the ridiculous claim that halting growth would not adversely affect the economy.
According to the Telegraph, he said,
I am not saying we have to go back to living in caves, he said. Our emissions were a lot less ten years ago and we got by ok then.
194 countries are meeting in Cancun to try and make a global "climate change" deal legally binding while working to "get countries to cut emissions by 50 per cent by 2050 relative to 1990 levels."

Of course, one of the first order side effects of such a stupid course would be the deaths of tens, perhaps hundreds, of millions of people, starting in the third world and developing nations.
I believe that this is intended.
How big was the carbon footprint taking them down to Cancun? These hypocrites should be put in jail.

The irony is that I--and I suspect a lot of other Red State Americans--already do a lot of these things. I put on a sweater rather than turn up the heat. I turn off lights. I am not constantly on an airplane to exotic locations.
The transportation issue can't be put neatly into a box. For instance, I don't take driving trips unnecessarily. I even used to take public transportation until my work schedule changed to make it less regular. People who don't live near a city can't do that. And people who live in the country need trucks.
We do these things voluntarily--economizing when we can. The only people I see who are wasteful consumers are the Limousine Libs like Gore and most of Hollywood. Start with them.

Sounds like a member of the Obama Administration.
Translation: A bunch of preachy enviro-loons are going to have a mutual admiration event when they're not out drinking margaritas and chasing hookers.
These people are dangerous. Perhaps they should be rounded up and sent to a country so backward that they don’t even have electricity or cellphones.
Isn’t in interesting that all of these proposals will require massive and controlling government intervention that will leave climate scientists and eco-weenies in charge? Every single one of their solutions begins with granting them more power. Funny how that works out.
Would that twenty-year-long period of “no growth” apply to China as well? No,I didn’t think so.Maoist scientists in the West would *never* betray the birthplace of their hero like that.

When contacted in his luxurious suite at the Cancun conference, the professor added to his remarks:
“I’ve just become aware of another important method of rationing that we must try in order to save the world from humans.
It is imperative that climate scientists like myself be removed from cold regions to quarters like this in warm regions at the expense of the wealthy developed nations for us to be able to continue with our work without shivering.”
