Hard core leftists like Screamin' Howard Dean are really totalitarians at heart and always see themselves as part of the elite ruling class looking down their noses at the rest of us. The 14th Amendment is the Post-Civil War Citizenship Amendment (passed to give the former slaves inarguable Citizenship) that many think makes it too easy to for foreigners to create "Anchor Babies" simply by US Territory birth. IMHO Democrats want unleashed immigration for new voters thus no messing with the 14th.

The 17th is the 1913 Progressive Era Amendment that made for US Senators to be popularly elected. Many consider this the death of FEDERALISM as it removed the strongest prop of State power over an expansive Federal Government.
