U.S. Senate candidate Mark Kirk called for new measures Thursday to limit federal spending, including giving the president the power to veto specific programs.
The Illinois Republican also said he would back a constitutional amendment requiring a balanced budget and a super-majority vote before Congress could approve excess spending.

We don’t want a balanced budget. We want one with spending limited to a small, fixed percentage of GDP. When bad policy hurts the economy, the politicians get a cut in their resources.

The Line Item Veto has been a Republican idea and was included in the Contract for America.
It was a good idea in 1994 and is a good idea today, no matter who is president.
How can you pass a law that applies only to presidents of your party and not the other one?

Line item veto for the president was made unconstitutional via the SCOTUS: Their rational for refusing it was that without everything that is in the budget, it may not have been passed and the president takes it as it is and signed or rejects as whole...
