Although discussions initially started when the Republicans were in control of Congress early in Bush 43's first term, the Dims allowed the SEC to relax the "uptick" rule, too. Shortly after the uptick rule was relaxed the market was shorted into oblivion. It is very rare to hear anyone aside from Steve Forbes or Stewart Varney mention that destructive little ditty. Ditto Bawney Fwank, Chris Dodd and the rest with their total lack of oversight of Fannie and Freddie. Those two should be peering through bars in Federal prison for a very long time for their antics.
The bottom line is no matter where you look the entirety of this financial mess lays at the feet of Congress.
