PARIS (AP) - France has declared war on al-Qaida, and matched its fighting words with a first attack on a base camp of the terror network's North African branch, after the terror network killed a French aid worker it took hostage in April.
The declaration and attack marked a shift in strategy for France, usually discrete about its behind-the-scenes battle against terrorism.
"We are at war with al-Qaida," Prime Minister Francois Fillon said Tuesday, a day after President Nicolas Sarkozy announced the death of 78-year-old hostage Michel Germaneau.
The humanitarian worker had been abducted April 20 or 22 in Niger by al-Qaida in the Islamic Maghreb, and was later taken to Mali, officials said.
The killers will "not go unpunished," Sarkozy said in unusually strong language, given France's habit of employing quiet cooperation with its regional alliesMauritania, Mali, Niger and Algeriain which the al-Qaida franchise was spawned amid an Islamist insurgency.

The French are always for the French. Good for them. It can be what makes us hate them but they operate in their own interests, wish we would do the same.
We never “declared” war in the WOT. Declaring war takes a vote by Congress. We should have done that to get them on record. It would have been harder to quit so easily.

It is well armed with the latetest weapons.

It is part of a 1000 years of history.
To make fun of the French is easy, and I have done it myself. They never recovered from losing a generation of young men in WWI. France lost 4.2 percent of it’s population. The highest rate of any of the major powers. The only higher were Serbia and Romania. Great Britain lost 2.19 percent. Germany loss 3.8 percent, Austria/Hungarian Empire 3.05 percent.
France was shocked to the core. It’s young men dead and underground. The very best, the tallest, the strongest, the bravest dead. They questioned themselves. They questioned God. They never recovered.
The United States never has been so traumatised.

If congress has the power to declare war and they delegate that power to the President, when the President wants the power to make war, then aren’t they in fact declaring war?
No, we have not declared war on any country since WWII. Notice how incomplete each military action since then has been. Congress has given an “authorization of military action” on all conflicts since then, because it gives them a way out. If it starts getting tough they can back out without a formal surrender. If they declared war they would be all in. You either definitely win or you definitely lose. They don’t have the balls for that.
A declaration of war always involves a treaty at the end or a formal surrender at the conclusion. These military “engagements” have no definite conclusion. In Vietnam we just withdrew. Gulf War I the UN drew up a ceasefire, etc.
On a further note, tomorrow France plans it’s surrender declaration.
