Yes, you’re definitely right. The tactic of using the Federal justice system to get a desired result certainly didn’t start with Obama.
He’s probably been the most aggressive in simply ignoring results he doesn’t like (regarding anything, from Congressional votes to state or local judicial proceedings) and finding some other means of imposing his program.
But with his cowardly appeasement, GHWB certainly did announce that “rioting works.”

*** The parallel I was drawing with my example had more to do with craven surrender to rioting mobs - which GHWB made no attempt to disguise when he personally came on TV and announced the do-over for the Rodney King Trials..... *** Ooops, you're right.

I remember that one. It was good! The problem is that now even white kids want to start out at the top. It isn't just blacks and "immigrants". We have become an entitlement society. Did you see the article about the 24 yr old, living with his parents, that turned down a $40,000 a year job? It wasn't high enough on the ladder of success.

If they rioted in Oakland, would anyone notice? And in a different story, I heard there was a riot in Oakland last night. They ended up doing $500,000 in improvements.

Our multicultural society only works when people value and identify with being American first and foremost.Most people will never be able to do that, ever. It's just human nature. They will always identify and group with the lowest common denominator -- race, family, religion, politics, etc. We've even seen hatred, true hatred, towards others just because they cheer for a different sports team. It will never change.
