SACRAMENTO, Calif. — As the Terminator, Arnold Schwarzenegger was the technology of the future, feared by humans. As governor, he's being foiled by the technology of the past.
For the second time in two years, Schwarzenegger has ordered most state workers' pay cut to the federal minimum wage because lawmakers missed their deadline to fix the state's $19 billion budget deficit. The Legislature's failure to act has left the state without a spending plan as the new fiscal year begins.
A state appellate court ruled in Schwarzenegger's favor Friday, but the state controller, who issues state paychecks, says he can't comply. One reason given by Controller John Chiang, a Democrat elected in 2006: The state's computer system can't handle the technological challenge of restating paychecks to the federal minimum of $7.25 an hour.

To be perfectly honest, that’s precisely the sort of info I was/am looking for, in posting this. (I know there are any number of fellow FReepers hereabouts whose computer skills and knowledge far outstrip my own, after all.) ;)
The programming is fairly trivial, actually. Not much of a challenge.
So fire them all and require everyone to reapply. This gives them the chance to rethink their employment and the opportunity to leave.
I’m a programmer... I’d happily re-program their computers.
And finances would be extraordinarily easy with Ada’s built-in support of fixed-point types.
Inform them gubmint' proles that any overpayment they recieve this month will be taken out of their next check once the software gets straightened out.
They seem to have no problem collecting debts from the rest of us, just garnish their wages, add it to their tax bill, suspend their license and vehicle registration until they pay up...Isn't gov't power grand?!!!!

This is total BS and bull. My very next act if I was Gov. S. would be to fire that guy for lying or gross incompetence. There is absolutely no reason people's salaries cannot be modified up or down. My company does it at least once a year for every single employee. Some get additional modifications throughout the year.

Technologically that is correct. However, you must remember these are government workers. Any cut in pay they would receive is only a stunt in the first place, and they know they will be getting paid their full amount plus cost of living increases no matter what happens. Government must be fed.
Believe me, here in CA’s San Fernando Valley, when the teacher union has someone who will to join (and wants to deduct union dues for their political campaigns) it suddenly happens - ASAP. The very next pay check. It’s all done electronically, and very “efficiently.”
It is only when only when you want “out” of union dues & membership — that they suddenly foot drag, ‘have problems” inputting it at the HR office, and yaddablah, etc.
This is BS, BS, BS.
Total corruption, under the guise of “IT” difficulties.
Then the ultimatum should be, do it or we outsource it to the Dreaded Private Sector. Never let a crisis go to waste, you know.
Yeah, unions love to play these games with “technical difficulties” to maintain their union dues contributions.
I wrote a letter, asking the head Teacher Union President where I work:
“Why can’t you make instant adjustments when we want to QUIT the union, but you can make it quickly when someone decides to join (and you get the Union/Democrat dues)?”
They then agreed to end my membership immediately, no questions asked. These guys are corrupt, and use this “technical difficulties” nonsense to intimidate regular rank and file folks, the taxpayers, and the MS media!!!
Any historical info can be saved to a disk before the system is wiped and the data re-entered. There's also the old way - cut a manual check for everyone, after stopping the payroll system.
I wish I could tell a judge that I could not comply with an order because my computer and / or software is out of date... << sigh >>
