I’m a programmer... I’d happily re-program their computers.
And finances would be extraordinarily easy with Ada’s built-in support of fixed-point types.

Wow, those poor California State workers. Why, they must not have gotten any performance based raises, or cost of living increases, or pay raises for promotions... I mean, since the computer payroll system is apparently incapable of changing anyone's salary down to the minimum, they must not have been able to process anyone's salary changes for any other reason, right?

This is total BS and bull. My very next act if I was Gov. S. would be to fire that guy for lying or gross incompetence. There is absolutely no reason people's salaries cannot be modified up or down. My company does it at least once a year for every single employee. Some get additional modifications throughout the year.
