Teale Data Center where the states DP work is done is state of the art and the software can do whatever they need.

What crap. Anyone who believes this needs to buy shares in the Brooklyn Bridge.

So fire them all and require everyone to reapply. This gives them the chance to rethink their employment and the opportunity to leave.

Oh, okay. Fine.
Inform them gubmint' proles that any overpayment they recieve this month will be taken out of their next check once the software gets straightened out.
They seem to have no problem collecting debts from the rest of us, just garnish their wages, add it to their tax bill, suspend their license and vehicle registration until they pay up...Isn't gov't power grand?!!!!

BS. Where there is a will there is a way, and this Democrat obviously has no will. I am skeptical that this is true, but if nothing else, take everyone off the system and re-enter them as new hires making minimum wage.
Any historical info can be saved to a disk before the system is wiped and the data re-entered. There's also the old way - cut a manual check for everyone, after stopping the payroll system.

The money quote:
"It's not something that you can take lightly and do overnight," said Harrigan...
"You have all the collective bargaining for civil servants and (state universities) that have to be taken into consideration. ... It's very complicated. It would take considerable effort."
So much for "technical difficulties".
