WASHINGTON The Obama administration is saying that the sinking of a South Korean warship blamed on North Korea was not terrorism, and not enough by itself to put the Pyongyang back on a U.S. terror blacklist.
The State Department said Monday that the March sinking of the frigate Cheonan was a "provocative action" and a violation of the truce that ended the Korean war. But it added that the sinking by a reported North Korean torpedo strike was the act of one state's military against another.

Actually, this is a rare moment of clarity from the Obamoids. It wasn’t an act of terrorism. It was an act of war.
Terrorism does not consist in acts of war we don’t like, but in the war-crime of deliberately targetting civilians (with the intent to create fear). As the Norks didn’t target civilians, it wasn’t terrorism, nor for that matter a war-crime, just a breach of an armistice which would give any of the other parties the armistice the right under international law to resume hostilities without any further diplomatic niceties.
Why would the administration make such a statement? Without a quid pro quo, this would be a statement of weakness.
There is no point in other countries being our allies until this disgrace is out of office.

It’s an act of war that should at minimum have cost N Korea a couple of ships. Obama seems to think it doesn’t quite rise to the level of a purse snatching.
Hmmm. How many "provocative actions," "man-made disasters," and dead people does it take to cancel a presidential golf outing?

SoKo and NoKo are still technically at war. The sinking of the ship was not terrorism. If it was, then the US was guilty of hundreds of acts of terrorism by sinking Japanese and German warships in WWII.
The “Manchurian Candidate from Mecca” is correct - when a torpedo from one nation’s warship sinks the warship of another nation, an act of war, not terrorism, has occurred.
