We need two tier pricing for oil. Those states that cooperate and produce and those that obstruct and consume.
I think states that produce should increase their royalities on oil and then pour that money into improved energy and transporation infrastructure. Beggar the non oil producing states.

Governor OKs $400,000 in BP money for Keys advertising

Monroe County will receive $400,000 from the state to tell visitors the Keys are free of spill oil. Gov. Charlie Crist’s office confirmed Friday that the requested sum was approved from a $25 million fund established by BP to help Florida tourism.

“It basically will explain to visitors that our beaches are clear, the water is blue and fish are biting,” said Monroe County Commissioner Mario Di Gennaro, who lobbied for the Keys grant. “We’ve had a lot of negative publicity even though we don’t have an oil problem down here.”
