BUT EVEN NOW, I can hear the rush of speculators running to take advantage of a bad situation by things even worse for the American energy conmsumer.

Have I missed something? What American coastal areas are "booming" with new drilling?
Seems to me Obama's oil speech was heavy on "exploration", short on actual expanded drilling permissions.
