Outreach to achieve what? Given the world-wide Jihad going on, it sounds like a politically voluptuous offer to invite further Islamic cultural embrace leading to cultural infidel submission and rape. It is a non-starter unless ones’ goal is the establishment of Sharia law in the US (not the job of the Pres of the US), which has a foot-hold of influence already on many fronts:
