WASHINGTON President Obama said Monday that he was revamping American nuclear strategy to substantially narrow the conditions under which the United States would use nuclear weapons, even in self defense.
But the president said in an interview that he was carving out an exception for outliers like Iran and North Korea that have violated or renounced the main treaty to halt nuclear proliferation.
Discussing his approach to nuclear security the day before formally releasing his new strategy, Mr. Obama described his policy as part of a broader effort to edge the world toward making nuclear weapons obsolete, and to create incentives for countries to give up any nuclear ambitions. To set an example, the new strategy renounces the development of any new nuclear weapons, overruling the initial position of his own defense secretary.
Mr. Obamas strategy is a sharp shift from those adopted by his predecessors and seeks to revamp the nations nuclear posture for a new age in which rogue states and terrorist organizations are greater threats than traditional powers like Russia and China.
It eliminates much of the ambiguity that has deliberately existed in American nuclear policy since the opening days of the Cold War. For the first time, the United States is explicitly committing not to use nuclear weapons against non-nuclear states that are in compliance with the Nuclear Non-Proliferation Treaty, even if they attacked the United States with biological or chemical weapons, or launched a crippling cyberattack.
Those threats, he argued, could be deterred with a series of graded options -- a combination of old and newly designed conventional weapons.
Im going to preserve all the tools that are necessary in order to make sure that the American people are safe and secure, Mr. Obama said during the interview in the Oval Office.

Think I might make a betting pool on if we even make it to November in one piece. And if we do, will there be anything left to vote on/for?
IMO, Treason, plain and simple, and that extends to Gates and Jones if they go along with it.
We MUST stop this man. We MUST resist. We MUST revolt.
The Tea Party movement just got stronger. IMO. The ONLY thing he's supposed to be doing - keeping us safe - he is choosing not to do.
Americans neither want to be red nor dead. He will be stopped.
Huh?
When can we impeach this guy?
Ummmm..., that would be when the House of Representatives does it... :-)
BUT..., then... you've still got to go through the Senate, and the last time that was tried, it failed in the Senate, if you remember.
We are so circuling the bowl!!! 2012 can’t come fast enough for the U.S....
When 0bama is revealed publically to be Constitutionally unqualified, and his past history is made clear, he’ll be out of the White House and if Biden is up next (no telling, if 0bama is dragged out before his term is up), the Dems will be castrated anyway.
Isn’t Obama also refusing to allow us to do needed ‘maintenance’ and ‘testing’ work on our missile silos and equipment now too? I thought I read that somewhere last week.
As I said in my above post, the resistence of American citizens will only grow stronger with this reckless behavior. It’s up to US to save the country now.
If we dont stop this tyrant in November, were all going to end up dead.
Dead or red. Sad.
No he’s not.
But unfortunately, that goes to show how easily someone can enter the oval office - by smooth talking his way in with the help of a gullible media.
I always thought there was an implied MADD strategy saying that if nukes were used as terror weapons (or if any similar weapons of mass destruction were used in the US), that we would respond with nukes against the presumed country where the terrorist acts originated, and also possibly against Mecca (that being the one thing the terrorists would hesitate to see destroyed).
I've never heard that such a thing was U.S. policy.
Perhaps it's the policy of some FReepers who post here, but I don't think it's ever been U.S. policy ... :-)
Never until we take back at least the House.
Ummmm... well, the "House" is not good enough. Remember what happened last time in the Senate?
He’s going to get so many of us killed.
