Speaker Of The House Comments On Failed Concealed Carry Bill(WY)

We wrap up our series with Wyoming Speaker of the House of Representatives Colin Simpson with a look at a failed bill that has attracted its fair share of controversy. Sheridan Media's Ron Richter has more.

House bill 113 was dubbed the concealed carry bill, and it would have allowed Wyoming residents to carry a concealed gun without a permit. While the bill passed in the House of Representatives, it ultimately died in the Senate. Speaker of the House Colin Simpson co-sponsored the bill, and he says that the Senate's decision to kill the legislation didn't come as a surprise to him.

Concealed carry permits require applicants to undergo a background check and pay a fee. Proponents of the bill feel these restrictions infringe on residents’ Second Amendment rights. Opponents argued the bill was not in the public’s best interest, saying there needed to be some restrictions for carrying a concealed handgun.

Better yet, just invent the Slaughter rule for Wyoming so they don’t have to actually vote on the bill.

I really don’t see “shall issue” states and residents having a problem with a CCW license. As a Florida CCW I do not mind having training and a background check. Also knowing others have done the same. I believe that CCW in the early years of this country was considered “hiding something”...open carry was acceptable and the norm. So having a CCW permit is “fair” as long as it is a “shall issue” upon request. Rules, like those in NJ, WI and IL are without a doubt Unconstitutional because the right is flat out denied.

I recognize that as sarcasm, but we are better than that. Do it honest. The bill was lacking some language pertaining to those who would not be allowed to have guns. Put it in. Pass it and then wave it in their faces.

Any attempt to restrict 2nd amendment rights represents a danger to ALL rights of American citizens. The Founders had it right...refuse firearm ownership to criminals, the mentally deficient and traitors. (Of course, that would make gun ownership impossible for most of DC!!)

Sorry, but requiring a permit, whether shall or may issue, is unconstitutional. You want training? Go get it, no one is stopping you. Criminals don't take CCW classes, they carry without a permit.

Requiring a permit is an infringement on keeping and bearing arms, therefore it is unconstitutional. You are correct on one thing, carrying concealed used to be frowned upon and open carry was the norm, but nanny staters managed to brain wash enough of the public to the point many of them have screaming fits if they see a gun, so now open carry is considered, by many, to be "bad".

CCWs are BS. Did you know there is one state that doesn't require a permit to carry? You didn't? don't feel bad, most people don't know that. Look it up.

The criminal says, "We do need more restrictions on the law-abiding to make my job easier victimizing them with robbery, rape, murder, torture, theft, etc."

The driving force to kill the bill was the “Law and Order” lobby. The chairman of the senate judiciary committee, Senator Ross (R - Cheyenne) just put it in his desk and never let it have a hearing. This way the republicans who didn’t want the people to be able to exercise their constitution right didn’t have to publicly vote against it.

Ross said publicly that the committee did not have enough time to get to it; however, they only met two of the three days allotted to them after the bill was introduced to committee. They did the same thing with the 2006 bill. He was a co-sponsor of the bill, but just used that for cover.

Ok... I see your points. I thought NH was a Non-Permit CCW if you live there. The only thing that concerns me if the Non License-CCW states conform they usually only apply to residents. Would it be true that if you traveled through thos Non license CCW states you could not carry concealed?

I lived in Casper for four years - always running neck and neck with Cheyenne back then (’90-’94) for the largest town in the state with 50K population. Everyone owned and often carried guns.

In those four years there was ONE murder - by KNIFE!

I agree. Its just that this whole Slaughter rule is really taking me beyond boiling point. It's open political warfare with these scumbags. The prize is are we gonna be a Constitutional Republic as our Founders intended or are we going to be a Socialist Democracy like they have in Europe.

Actually the one state I know of that doesn't require a permit for concealed carry is Vermont. One of the bluest states around and the residents can simply buy a gun and put it in their pocket and walk around legally. Their crime and accident rate is no worse than any other state on the average.

People who have been brain washed since birth, even conservatives, have a hard time grasping the fact that carrying a fire arm is a right, not a privilege, and therefore permits to carry are unconstitutional and actually unnecessary.

Well, here in the Great Plains, until our ammo runs out, we are going to be a Constitutional Republic.....

Our only salvation lies in these 36 states passing 10th amendment and sovereignty bills and then uniting and telling the DC Democrats to go pound sand. Remember,,,,we have the food, we have the oil, fuel, and technology. The 14 or so states that are hold outs are users,,,they are totally dependent as they produce nothing but Democrats.

Therein lies our power. If that should fail, then we fall back into the bushes and begin the revolution.

I think that with a bit more investigation you may find this to not be entirely factual. While it was generally understood that farmers, frontiersman, and travelers would be openly armed, it was considered by the genteel to be boorish to openly bear.

It was primarily a fear of uppity negroes that drove concealed carry laws and while the laws had existed in the South, they did not for the most part spread North until freed slaves openly moved North.

CCW was and always will be about controlling the masses.

It was, is, and in various other ways always will be racist.

It was and is, like almost all of the laws offensive to liberty, another fine legislative product of the Democrat party.

I believe that Alaska does not require a permit for conceal carry also.
