No bill can become law unless the exact same text is approved by a majority of both houses of Congress.
Democratic congressional leaders have floated a plan to enact health-care reform by a procedure dubbed "the Slaughter solution." It is named not for the political carnage that it might inflict on their members, but for Rep. Louise Slaughter (D., N.Y.), chair of the powerful House Rules Committee, who proposed it. Under her proposal, Democrats would pass a rule that deems the Senate's health-care bill to have passed the House, without the House actually voting on the bill. This would enable Congress to vote on legislation that fixes flaws in the Senate health-care bill without facing a Senate filibuster, and without requiring House members to vote in favor of a Senate bill that is now politically toxic.
The Slaughter solution cannot be squared with Article I, Section 7 of the Constitution.
Senate rules protect against majoritarian overreach by allowing a determined minority to filibuster most types of legislation. The majority needs 60 votes to override a filibuster. One exception, adopted in 1974, is legislation that makes adjustments to spending or revenues to reconcile current law to a budget resolution that has passed Congress. These are called reconciliation bills, and they require only a majority vote.
Last Christmas Eve, the Senate approved a health-care bill by 60 votes, overcoming a Republican filibuster. This is the bill that contains the so-called Cornhusker kickback...

You're exactly correct. If the republicans don't campaign heavily on the attempt by the democrats to discard the constitution and invalidate the federal government then they don't deserve to be in office either and we might as well disband the nation.
I agree because it cuts across party lines. The other side needs to be made more aware of how this process could work in the opposite way and make way for laws to be enacted upon them at some future date when the other side has the power. It is precedent and it renders congressional votes nearly irrevelvant in a blatant power grab.
Dems should just pass a rule that the recession is over and unemployment is at 4%. That would take care of all their problems.
“We have to pass the [health care] bill so that you can find out what is in it.”
-House Speaker Nancy Pelosi
The powers delegated by the proposed Constitution to the federal government, are few and defined. Those which are to remain in the State governments are numerous and indefinite. The former will be exercised principally on external objects, as war, peace, negotiation, and foreign commerce; with which last the power of taxation will, for the most part, be connected. The powers reserved to the several States will extend to all the objects which, in the ordinary course of affairs, concern the lives, liberties, and properties of the people, and the internal order, improvement, and prosperity of the State.
-James Madison in Federalist paper #45
Levin described the outcome as martial law, rule by fiat. This “rule” will be the final insult to our republic, for it will be no more.
And now the real fascist are operating in full daylight.
As all good fascist know, they know what is best for you and they are going to impose it on you like it or lump it.
What will the American people do about them?
Well that is no more...
The campaign issues need to be abolition of the IRS , impeachment of all marxists in Congress and the outlawing of the “Congressional Progressive Caucus” as a communist front.
You’ve just scratched the surface of what needs to be done. You might want to add the investigation and eventual prosecution of communist propaganda networks (msm); the rooting out and prosecution of traitors within the US government and civil service; the investigation and prosecution of politicians for corruption and deprivation of civil rights and due process; the disbandment of quasi-military groups in law enforcement at the local, state, and federal level, the restoration of rights relating the ownership of property versus illegal seizure by various government entities; the restitution of land, law, and ordinances to the states and municipal governments; the return of school systems to local - not state or federal - control; the purge of judiciary that believe it is permissible to legislate from the bench; ad infinitum.
The country has become so corrupted since the inception of the Constitution and the original Bill of Rights (including the first ten Amendments) that all subsequent amendments need to be seriously reviewed in the light of the original Constitution. Also, the inclusion of the Declaration of Independance as the primary right of the American people, for whenever future governments decide to become abusive of the American people.
...not to mention the the disbandment of the DEA, BTAF, IRS, OHS, FEMA or whatever they call themselves now.
How’s that for starters?
While they’re at it, they can pass a law that sets the price of gas at $2 a gallon, and the price of all houses at 100K.
That’ll work just as well as setting controls on health care costs.
That is exactly right.
And, for those who post, "OH, boy, this means we'd better get the GOP back in", WAKE UP.
They're almost as bad.
The Environmental Protection Agency, the Americans With Disabilities Act, the Medicare Drug Benefit, the HMO Act were all the creation of, or heavily promoted by and signed by, Republican presidents.
The GOP is (or may be) a useful tool at this historical crossroads, but it's not the solution - not by a damned sight.
Still, it’s imperative if this health takeover passes, that a republican be elected in 2012 who can reverse it before the sheeple-addicting “freebies” kick in.
“While theyre at it, they can pass a law that sets the price of gas at $2 a gallon, and the price of all houses at 100K.
Thatll work just as well as setting controls on health care costs.”
Excellent point.
