Report: 3 key senators propose jettisoning 'cap-and-trade'; favor reducing carbon pollution.

WASHINGTON (AP) -- Three key senators are writing a new climate bill without a broad "cap-and-trade" approach to reducing carbon pollution, leaving behind what has been the central feature in the debate over climate legislation for years, The Washington Post reported Friday night.

Cap and trade, in which overall pollution reduction targets are met by allowing facilities to buy and sell pollution credits, has become so politically unpopular that its Senate passage is viewed as unlikely.

So Sens. John Kerry, D-Mass., Lindsey Graham, R-S.C., and Joe Lieberman, I-Conn,., are planning an alternative to be introduced next month, the Post reported on its Web site. The bill would apply different carbon controls to different sectors of the economy instead of taking a national approach.

The new bill by Kerry, Graham and Lieberman, who have taken lead roles in the climate debate, would apply different approaches to three major emission sources: electric utilities, transportation and industry, the Post said, attributing the details to unidentified people familiar with the process.

Utilities would have to meet an overall emissions cap that would grow stricter over time. A carbon tax could be levied on motor fuel. And industrial facilities would be exempted from an emissions cap for several years, before it would be phased in.

There is a big push for cap and trade by the financial powers to be. They already established a new US economy based on paper and less on manufacturing. Since the last paper bubble blew up in Sep 2008, the financial powers to be cannot re establish manufacturing or wait for some new internet type invention to replace the defunct banks. A new game has to be established based on myth, thus global warming and cap/trade finances as the US trade their clean air for the rising developing nations’ money to buy clean air credit in lieu of pollution. Wall Street has invested big money to make cap and trade happen, and are waiting for Congress to pass the laws. Cap and Trade is the next NAFTA. Alot of big money will push the Dems and GOP Senators and Reps to establish it.

And besides, getting vitamin C off the streets and regulated by the FDA is more important to him.

I think the bigger question is whether we can last until August.

McCain's annihilation in the Arizona primary will likely send chills up the spines of every RINO within 3,000 miles.

Oh yeah, a gasoline tax will do wonders for the economy.

Before memories become too short, remember the summer of 2008 when gasoline hit a whopping $4.50 gallon and began the tipping point of our current national economic meltdown.

Sure there were plenty of other teetering aspects at the time, but it was the sudden surge of gasoline prices which broke the camel's back.

Also remember that when Dubya signed an Executive Order allowing offshore drilling, how the price of gasoline plummeted almost immediately ... dropping to a low of $1.62 gallon in these parts (January 2009) ... I hadn't seen those types of gas prices since 2002!

Yer exactly right, taxing gasoline is the completely WRONG approach, and doesn't solve anything ... but of course we're dealing with an out-of-control government and that's the only thing they know --- MO MONEY MO MONEY MO MONEY ---

Heck, with our luck, they will pass both, killing the economy immediately and irrevocably.

I know that since Lieberman isn’t up for election for five years, he hopes that his sponsorship can be swept down the memory hole before it will hurt him. Don’t know when Miss Lindsey or Magic Hat Kerry are up again, but they are insane enough to be willing to screw their constituents at any time.

Tricare fee increases imposed last week by the Defense Department will be repealed by a provision of the compromise 2010 defense authorization bill unveiled Wednesday by House and Senate negotiators.
Snip The fee increases were announced on Sept. 30 and took effect on Oct. 1, but the defense bill, HR 2647, includes a provision barring any fee increases until the start of fiscal 2011.

Retired Army Maj. Gen. Bill Matz, president of the National Association for Uniformed Services, said the announcement of fee increases was shocking considering that the Obama administration promised earlier this year to hold off on any new fee Tricare fee increases until fiscal 2011.

“President Obama and DoD assured NAUS and the entire military family earlier this year that there would rightly be no increases in any Tricare fees” in fiscal 2010, Matz said. “We took them at their word, and I can’t believe that a co-pay increase like this was allowed to go forward,” he added.
