The trouble with impeaching Holder, since he serves at the leisure of the President, is that you would have to prove that he made those decisions without the approval and/or knowledge of the President. Otherwise the person that has the power and responsibility of ensuring that anyone under him doesn’t violate the constitution and/or the law is the President. Now he is impeachable - for sure.
