My money’s on the latter.
For the sake of my government, the arrests had better be based on legitimate evidence of an actual crime.

It's not beyond belief this particular US Senator can be influenced to participate in further crime. After all she took a $300 million bribe from Obama and his lackeys.
She ought to be among the top targets for all independent scandal breakers.
Under RICO, a person who is a member of an enterprise that has committed any two of 35 crimes27 federal crimes and 8 state crimeswithin a 10-year period can be charged with racketeering. An FBI affidavit says the incident happened Monday. At least two of the suspects were dressed in work clothes and construction hats and claimed they were technicians for a telephone company.
The other three were identified as Stan Dai, 24; Robert Flanagan 24; and Joseph Basel, 24.

I’d take that bet. O’Keefe has(had) a promising future, and was very aggressive in getting scoops. Unfortunately I don’t think he would have used enough restraint in the pursuit of a good story.
I think this is what Obama was talking about when he said they will be “fighting back.” This will be an ugly 2010 race and an ugly couple of years leading up to 2012 but we will prevail.
