Those words came from Iowa GOP Gubernatorial candidate Bob Vander Plaats during a forum sponsored by the Clay County Tea Party Patriots.
Vander Plaats is making his third attempt at becoming Iowa's Governor. He is a very close ally of Mike Huckabee, and served as Huckabee's 2008 Iowa co-chair.

So, all excuses for the average person aside, I did deal with a problem involving mail delivery on an Aleutian Island that'd previously been administered by the Department of Navy. With the removal of the local Navy commander, we had to figure out some other way for someone there to be in charge of the mail without actually being a postal employee.
Yessirree the place is remote and people are loathe to send you there to get an understanding of local conditions. BTW, we figured out the solution and never heard another thing about it.
Wonder if the SNL writer who came up with the Tina Faye routine knows what an ULU is and how it is used to "deal with problems" and cut up meat!

I think he meant that Gov. Palin, when governor of Alaska, could see Vladivostok across the Berring Straight if she went West far enough, while in Alaska. But instead he made an ass of himself.

He was looking for a clever line and probably shouldn’t have found it where he did, but his message is pretty straightforward: don’t spend what you don’t have. Freepers need to cut him some slack, he wasn’t (intentionally) blaspheming the Divine Sarah.
