Speaking during his weekly television and radio program, Mr Chavez said the aircraft overflew a Venezuelan military base in the western state of Zulia after taking off from neighbouring Columbia. He did not elaborate, but suggested the plane was being used for espionage.
"These are the Yankees. They are entering Venezuela," he said. "I've ordered them to be shot down," Mr Chavez said of the aircraft. "We cannot permit this."

The worrying thing is that Chavez and Ahmadinejad are buddies. They are both stark raving mad but sane enough to cause terrible trouble. If they both start something (Iran in Iraq, for example) at the same time then zer0 will have an *excuse* not to split our attention and he’ll just let them run wild.
Then Russia and China would be free to play, too. And they both support Iran’s current actions. I’m not sure how they stand with Venezuela.
The question is whether this is what The 0ne actually wants.
And what would be the ultimate end game once this disturbance started...
Anyway, the Venezuelans only have two squadrons of Su-30 Flankers (organized into the 13th Air Group), so a couple of Raptor escorts would have next to no trouble dogfighting and downing a few of Uncle Hugo's prized jets (the Su-30MK2V variant costs ~$37 million USD) if they dare aggressively try to engage an RC-135 / JSTARS etc.
If any pilots on any of these so-called “flights’ are from God’s own Dixie—then they would bomb Hugo to heck and beyond just for calling them “Yankees!!!”

Under Obama’s rules of engagement, I wouldn’t be suprised if the F22 pilots can’t return fire until they have one (1) wing left, or a shot out engine.

They'd do anything to protect their RC-135 from being downed by a Venezuelan Sukhoi. It'd be a lop-sided minute long aerial battle.
I’d say a squadron of Raptors would have his entire airforce eliminated before they knew their first plane was down.
