Per the link, buried on page 328 and entitled, "SEC. 10502. INFRASTRUCTURE TO EXPAND ACCESS TO..", there is an appropriation for an undisclosed state to receive from the Federal Treasury $100,000,000, to build or expand a state university medical school. The language reads...
"(a) APPROPRIATION.There are authorized to be appropriated, and there are appropriated to the Department of Health and Human Services, $100,000,000 for fiscal year 2010, to remain available for obligation until September 30, 2011, to be used for debt service on, or direct construction or renovation of, a health care facility that provides research, inpatient tertiary care, or outpatient clinical services. Such facility shall be affiliated with an academic health center at a public research university in The United States that contains a States sole public medical and dental school."
In addition to Nelson, Landrieu and Reid, it appears that there's at least one additional (probably many more) Senator that has been bought & paid for.
Aha! Could be Dingy Harry:

Banquet to Celebrate Schools 40th Anniversary
This is a milestone year for the University of Nevada School of Medicine as it celebrates and honors its 40th anniversary as a medical and research institution.
The school started as a fledgling two-year program and has developed into the robust and expanding academic and research institution i
“Looks like Reid gave himself a bonus.”
Could be...he’s gonna need a lot of help...
We must rid ourselves of these political whores - they are the political STD’s and are destroying this country.
I'm still waiting for the GUARANTEED reference by Reid to "The Swimmer" when the 60-vote Democrat Socialists pass the Bill.
Connecticut, ol’ Joe got him some gelt too.
I did some quick research. It doesn't appear that CT has more than one public medical school - just UConn, which is a large research hospital and an attached dental school and a community treatment center - which meets the criteria in the appropriations language.
It very well could be CT. This has the misfortune of helping both Lieberman and Dodd, who is facing a TOUGH reelection cycle next year.
I thought about using it myself but, go right ahead....I like mine, still.
Could be Indiana. We only have one medical school and I am sure Evan Bayh could be bought.
I think that IN, CT and Arkansas - which only has one medical school in the entire state - are all prime candidates, and all have Dems that could be facing tough reelection campaigns next year.
They would probably have an endowed professorship for “drowning and asphyxiation science” or “chronic alcoholism”
Or, Minnesota. It could be Minnesota
Not having the state mentioned seems a bit cowardly to me. Dodd was always on the side of health care Lieberman had something to sell. Lieberman knows what he did was wrong, why else hide the state name?
Get this to Rush.
Is Robert Byrd included in the 60 votes, and is he able to vote?
Yes, and yes - barely. He made it in for a procedural vote either last night, or the night before last, and the Dems all gave him a standing ovation, knowing he's soon going over the rainbow.
Yes and Yes. I don't think Byrd would have his state's name hidden.
The third element is RESEARCH, and I think that trims the number of candidates from 11 to just a couple.
Couple of years back we were digging into the history of VCU to see if their downtown location was as safe as they claim it to be. Stopped researching it the day after a young artist was murdered by local thugs.
That was the Mary Landrieu bribe.
“Disgusting. Cowards. Thieves and crooks”
Whore better describes them.
