I hate to say that the folks laying out these stops is clueless. There only stop in Ohio is Cleveland, the most liberal spot in the state. I Ciny and Dayton we could count on 20,000, but they took the mistake on the lake.

There only stop in Ohio is Cleveland, the most liberal spot in the state. Well, maybe they can wake up enough people in the Cleveland area to turn it Conservative!
I think there is a method to their madness

Sort of like skipping Rochester between Buffalo and Syracuse, when Rochester is the more conservative one and the others are Union towns.
They must have supporters ready to organize in those cities, or some other reason we do not know.

...the others are Union towns TPXIII, UNION BUSTERS!
I think the plan is to draw out the conservatives in liberal controlled areas and vote the leftists out, and vote Conservatives in.
