Justification and Options for Creating U.S. Capabilities

Establishing security is the sine qua non of stability operations, since it is a prerequisite for reconstruction and development. Security requires a mix of military and police forces to deal with a range of threats from insurgents to criminal organizations. This research examines the creation of a high-end police force, which the authors call a Stability Police Force (SPF). The study considers what size force is necessary, how responsive it needs to be, where in the government it might be located, what capabilities it should have, how it could be staffed, and its cost. This monograph also considers several options for locating this force within the U.S. government, including the U.S. Marshals Service, the U.S. Secret Service, the Bureau of International Narcotics and Law Enforcement Affairs (INL) in the Department of State, and the U.S. Army's Military Police.

The authors conclude that an SPF containing 6,000 people — created in the U.S. Marshals Service and staffed by a “hybrid option,” in which SPF members are federal police officers seconded to federal, state, and local police agencies when not deployed — would be the most effective of the options considered. The SPF would be able to deploy in 30 days. The cost for this option would be $637.3 million annually, in FY2007 dollars.

Without secure communications (almost impossible in this tech era) and clandestine organization, the only thing such efforts would amount to is a few individuals or small groups being a made an example.

Forget all this talk about armed revolution. Unless, the regular military stood up and told DC to stop, it would be useless against the countless para-military units of the alphabet agencies, not to mention their incredible technical abilities.

The road back is through STATE NULLIFICATION. That is where the power is for the People. If just a few States banded together and told DC enough!...then we would have a chance. Thankfully, some States are already looking into it, and I'm not talking about secession. Let's discuss and debate this possibility, not the hopeless cause of armed marches on DC. It would be a bloodbath.

Please do get involved at both the national and state level. The local group here is run by a police officer from a neighboring town. We have a good number of active and retired LEO's and military. I and several others have joined as Citizen Associate members to provide support as necessary. When the balloon goes up, we WILL stand with them.

Our active LEO members have stated openly that even if Obama declares martial law, the local agencies will NOT follow orders to disarm or otherwise rape the liberty of the citizens they serve.

With the way Obama and his democrat comrades have continued to screw the military, do you think most will follow unconstitutional orders to rape the liberty of their families and fellow citizens?

The first thing that will happen is Urnan areas is that neighborhoods will oragnize into armed committees, or “gangs” if you prefer. They will be ared and get food anyway they can, and they would never give up their guns.

First of all right now is the first time I remember that the National Guard is kicking people out during wartime. We are overstrength by a few thousand members. The regular Army is expanding and from what I read the National Guard Bureau asked the regular Army if they could carry the National Guard excess on their books rather than downsizing. The regular Army didn’t have a problem with it. It would just be a simple bookkeeping maneuver if the White House and Congress don’t object.

Well apparently the Democrats do object because right now in the middle of deployments to war the National Guard is trying to find every excuse in the World to get rid of people already trained and ready to fight.

Second point, there is a strong push by Gates and I think Obama’s people to change the way the National Guard and Reserves gets paid for their weekend drills. Since as long as I remember they got two days of active pay for each day of reserve duty. Since they don’t get the free healthcare, housing allowances, etc that active duty folks get it might be the fairest way. I heard from my commander that they might be changing that to getting paid one day active duty pay for one day of reserve duty next year. Not anything official yet but I feel it is coming.

Effectively cutting the weekend drill pay in half. We have people who drive four hours to attend drill, no way can they afford to do so on half pay. We have others who must make arrangements with employers to attend drill on the weekend. If they make more by working their civilian job then what incentive is it for they to remain in. There is others who depend on every cent they make in the Guard and Reserves to make bills now they will be screwed.

A lot of employers won’t hire if you mention you are in the National Guard or in the Reserves. You might be deployed or there is always military schools you need to take off work or State Emergency Duty. Cut the pay in half and I say at least half if not most of my unit isn’t going to reenlist. Plus those who is hanging on towards retirement will have their retirement points cut in half if they cut the pay in half as well.

Then there is the fact that States like Kansas is closing Armories to save money. Guardsmembers will end up driving longer distances and space for equipment will be tight at remaining armories. Funny how the Stimulus Bill addresses states keeping teachers and cops employed yet ignores the National Guard.

Then I hear more of various cuts, enlistment bonuses gone, no more money for so and so training school, etc. I hear of proposals or studies in the Pentagon to transfer historic duties such as disaster relief from the Guard to the Regular Army or newly created organizations.

I can only conclude that the Obama administration looking back at 1861 realizes that the National Guard will defend the interests and rights of their communities and States. Therefore I think the National Guard days is numbered along with the Service Academies and the Marine Corps because the Liberals hate and fear them.

First I want to thank you for your reply, I had no idea this was happening to the National Guard so soon.

If I were you I'd trust the vibes you spoke of and what you're seeing with your own eyes.
If you think about it, they'll have to divert (steal) money from somewhere to fund a national security force and where better to get that funding than from the National Guard which would be an opposition to that force and a hindrance their plans.

Obama said in his own words that he wanted a national security force as well funded as our military...but notice that he didn't say anything about the two coexisting.
