Justification and Options for Creating U.S. Capabilities
Establishing security is the sine qua non of stability operations, since it is a prerequisite for reconstruction and development. Security requires a mix of military and police forces to deal with a range of threats from insurgents to criminal organizations. This research examines the creation of a high-end police force, which the authors call a Stability Police Force (SPF). The study considers what size force is necessary, how responsive it needs to be, where in the government it might be located, what capabilities it should have, how it could be staffed, and its cost. This monograph also considers several options for locating this force within the U.S. government, including the U.S. Marshals Service, the U.S. Secret Service, the Bureau of International Narcotics and Law Enforcement Affairs (INL) in the Department of State, and the U.S. Army's Military Police.
The authors conclude that an SPF containing 6,000 people — created in the U.S. Marshals Service and staffed by a “hybrid option,” in which SPF members are federal police officers seconded to federal, state, and local police agencies when not deployed — would be the most effective of the options considered. The SPF would be able to deploy in 30 days. The cost for this option would be $637.3 million annually, in FY2007 dollars.
Lori; that’s kinda funny. A federal force of 6,000 couldn’t establish and hold order in Southwest Houston; they’d be outnumbered, outgunned and out maneuvered by the Undocumented Democrat (Mexican) drug gangs.

Food riots will occur.
A program will be set up trading guns for the privilege of purchasing food in the name of 'society security' or some other Orwellian motto.
This program will primarily targeted at cities and suburban areas rather than rural areas specifically to disarm the majority of America.
Urban folk cannot live of the land as easily as rural folk and will readily give up arms much more easily.
When urban America is disarmed, the focus will then be on disarming rural America because then the Government will have the numbers and any country folk who resist will have their own Waco moment.

I could be wrong, but it seems that 10:10 is a symmetrical arrangement for the hands, for a more pleasing visual; it also allows the brand name and model on the face of the watch to be clearly visible.
This proposal was at least commissioned during the Bush administration.
If it were traced, I bet that a democrat congressman or senator added an earmark to a budget or bill (that sounded innocuous) to do this study at a time when they thought the election was in the bag. They just ran it through the Army to hide it (deny it).
This is just another step out of their commie/fascist play book.

They too started small, Hitler's 'praetorian guards'. Then wham bam thank you mam, they're providing security 'In Country' like Rand proposes here. And then fielding military units only (Waffen SS) answerable to Hitler (really Himmler).
And if I do recall correctly - could be wrong though - the Schutzstaffel was very, very, very good at (cough) 'Crowd Control' and working with the local police (Gestapo), just like Rand also has this 'Stability Police Force' doing.

It’s weird to think that someone who hates his country - its image, and what it stands for, could be a good fascist, an uber-nationalist, whipping up the populace into a frenzied support. But maybe that isn’t the point. Maybe the point is the fascisti, the bundle of sticks with the executioners axe that symbolizes the power of life and death, which CURRENTLY RESIDES IN THE CONGRESS (literally, they have one), maybe the point is that he wants it to reside in the hands of ONE MAN.
