Preemption had nothing to do with Iraq or Afghanistan. Iraq broke the armistice while giving sanctuary to the worst of the worst terrorists like Abu Nidal and Abu Abbas who btw murdered an American in a wheel chair on the Achille Lauro. Afghanistan was a response to 9/11/2001.

Howie Fineman (Newsweak) says it was good that TOTUS put a timeline and a "transparent" budget process to pay for the Afghanistan surge.
He said that without that transparency, the military would be asking for way too much money, "they always ask for a lot of money." And he said that the military always wants to escalate their mission.
